Among the factors that influence that the strategy followed can be considered a failure, due to the duration of the problem, the fatal and non-fatal victims, the anxiety, and the economic crisis generated, we can mention corruption at the forefront. This corruption allowed politicians to appropriate hospitals, public purchases, and even information, creating mistrust, disbelief, and anxiety among the inhabitants of the capital, where politicians are the plague of the city. At the moment, the hospitals are no longer able to supply patients, nor does the emergency hospital at the old airport help, and for awkward reasons, the facilities of the old military hospital or the old Eugenio Espejo hospital cannot be used. to welcome the sick.

In addition, the therapeutic management of patients does not resort to plasma banks of cured patients, who should have a pint of blood drawn as part of the treatment when they heal, in order to provide plasma with antibodies to covid 19, and with which a drainage is also performed that would stimulate the hematopoietic organs of convalescent patients. and like a pruning in cocoa, it would force the body to make blood and defenses. The next failure is in the tests, that although they are not lacking, those who take them, become transmitters of sick to healthy of the disease, and also the results are not quickly used due to the lack of programs, experts in their use, nor in the management of forecasts.

The tests are intended to detect patients and patients who have been cured, the patients can be manifest or healthy carriers, now it is known that healthy carriers do not spread the disease, as was thought at the beginning, they can neutralize viruses and therefore the disease does not manifest. But they can be plasma providers, and the more sick, healthy and cured carriers there are, the population is less dangerous and it is possible to reactivate the economy and the circulation of people.

But the biggest problem is tracking the contacts. Tracking contacts is the key that China, Australia, Finland has had to overcome the disease. This means doing extramural medicine, in houses, in neighborhoods in towns, locating people related to the sick or dead and following them up, isolating them to prevent them from spreading the plague.
